The countries like Japan do not have much natural resource. They import the natural resources required from other countries. They have invested in human resource especially in the field of education and health. By investing in human resource, these people have made efficient use of other resources like land and capital. Efficiency and technology evolved by people have made Japan a developed country in the world.
These reasons and necessities have caused many countries like Japan USA, Canada etc., to invest heavily in human resources.
