why does the poet refer to ’ Time’ as being sluttish?

The poet refers to ‘time’ as sluttish because it changes unexpetedly, is dirty and does not care for no individual. It is immoral and will pass and destroy monuments and statues; discolours and ruins them gradually through its various agents or forces such as air, rain and natural vegetation. It spares no one and no one can understand its changing mood.
