Why do internodal segments of sugarcane fail to propagate vegetatively even when they are in contact with damp soil?

On the stems, new buds develop from the nodes. So, for vegetative reproduction of a plant through stem cutting it should have at least one node.
As internodal segments of the sugarcane do not have nodes, they fail to propagate vegetatively even when they are in contact with the damp soil.
