Under his rule the Byzantine Empire managed to seize control of Italy, North Africa and Spain, restoring the ancient Roman Empire to its past size and influence. He also revolutionized the Byzantine tax system which greatly increased the funds available to the government and also restructured and consolidated the legal code of the Empire into a form that is still the basis of the modern European and American legal systems. In all he was seen as an emperor who more than doubled the size of the Byzantine Empire whilst also vastly increasing its wealth and improving the legal system and administration of its government.
