what is meant by " creation of additional cellular apparatus"???
Simply making a copy of DNA is not sufficient during cell division, since the DNA molecule itself cannot survive and carry out all the functions of a cell. All the other parts of the cell like the various cellular organelles, nucleus etc. also has to be replicated so that a second identical cell can be produced, in which the replicated DNA can survive and be housed. This would be a fully functional cell.
So creating an additional cellular apparatus means to produce a copy of all the parts of the cell (other than DNA).
