The person is suffering from rabies. It is spread by the bite of rabid dog, cat or monkey. It is caused by rabies virus.
Two methods to control this disease are:
(i) Compulsory immunization of stray dogs and cats, etc., should be done. Pets should be vaccinated with anti-rabies vaccine.
(ii) Cleaning the wound with medicated soaps immediately after animal bite is an important preventive measure.
