Heavy water contains deuterium atom, i.e. hydrogen nuclei. They have nearly the same mass as those of neutrons. So, when neutrons strike against deuterium atoms, most of K.E. of the former is transferred to the deuterium atoms, i.e., K.E. is exchanged between them.
