REASONS for Non-Cooperation Movement slow down in cities:

  1. Khadi cloth was often more expensive than mill cloth.
  2. Poor people could not afford to buy Khadi cloth.
  3. Boycott of British institutions also posed a problem. Alternative Indian institutions were not set up.
  4. So, the students and teachers began trickling back to schools.
  5. Lawyers also joined back work in courts.
