As president of the United States after the American Civil War, it would be expected of Johnson to be largely pro-Union, pro-equality, and fully for the enfranchisement of African Americans into the American voting system. Instead, however, many of his policies towards reconstruction show that this was not the case. He did not ask a single state to enfranchise all freedmen and only demanded that a small percentage of educated, property owning African Americans be allowed to give the vote.
He also gave many of the Confederate States considerable lee-way in their reconstructive legislation, largely allowing or overlooking segregation rules that practically left African Americans in the same social position as before the war. Confederate States responded to the legislative freedom as expected, with Mississippi choosing to not even ratify the 13th amendment and many other states imposing strict segregation laws in their states.
We see that in many aspects Johnson’s policies reflected those of the rich white southern male and ensured that little changed in the post-war south.
