Observe any big public building. Is there a ramp for physically handicapped? Are there any other facilities that make it possible for physically handicapped to use the building in the same way as any one else?
Should these special facilities be provided, if it leads to extra expenditure on the building? Do these special provisions go against the principle of equality?
