(i) Ethanol is not a base because it is not example of an organic compound, which have acidic nature.
It does not give OH- ions in the solution.
(ii) Ionisation When acid is added to water, the molecules of acid dissociate to form ions.

Dilution With addition of water, there is decrease in the concentration of H3O+ ions, per unit volume.
