How is the government expenditure on education expressed? Which in your opinion is a better
measure?
Government expenditure on education can be expressed in two ways
(i) As a percentage of total government expenditure.
(ii) As a percentage of Gross Domestic Product (GDP).
The measure as a percentage of GDP is a better measure since, it sets fixed targets rather than variable government expenditure.
