there are two formulas you need to know for this problem: point slope and slope intercept form.
The point slope form is y - y1 = m (x - x1). The point is going to be the y-intercept, or (0,9). and the slope is, of course, 5/6. So lets plug these numbers in.
y - 9 = 5/6 (x - 0)
y - 9 = 5/6x
y = 5/6x + 9
