a)Since the carbon compound gives effervescence with sodium carbonate bicarbonate it could be an acid. Further $C_{2}H_{4}O_{2}$is corresponding to general molecular formula of carboxylic acids is C_{n}H_{2n}O_{2}, it is Ethanoic acid.
