Upon the beginning of his presidency, Jimmy Carter was seen as a welcome change from the office of Gerald Ford, who became widely unpopular due to his treatment of the Watergate scandal. As his presidency continued, however, his popularity fell due to issues such as the American Energy Crisis, the Iran Hostage situation, and the Soviet Invasion of Afghanistan. He was seen as an indecisive president who could not manage to force the government to cooperate or pass through decisive legislation. By the end of his presidency, his approval rating was at a meager 34%, which led to the election of Ronald Reagan and Carter becoming the first president to serve only one term since Hoover in 1932.
